TEPCO Cut Backup Power at Fukushima

http://bloom.bg/xkd52H

"Tokyo Electric Power Co. disconnected an emergency power source at its Fukushima nuclear plant four months before the earthquake and tsunami in March last year wrecked the station, the Sankei newspaper said.

The backup would have provided power for transmitting temperature and radiation data from monitors near the Fukushima Dai-Ichi plant's reactors and helped assess the severity of the situation, once the main supply was knocked out, the Sankei said.."

"As I've pointed out since day one, the Japanese government and TEPCO have covered up the extent of the radiation released by Fukushima and its health effects on the Japanese and others - with a growing segment of the public and even many experts coming to believe that officials have understated or even covered up the true extent of the public health risk in order to limit both the economic damage and the size of potential settlements.."

Update 3 - Japan's Stricken Nuclear Operator Set for $13 Billion Bail-Out

http://www.reuters.com/article/2012/01/26/tepco-idUSL4E8CQ0SO20120126

"Japan is set to launch a $13 billion bail-out of the owner of its stricken Fukushima power plant after the utility dropped resistance to a public fund injection, sources said on Thursday, as the country debates the future of nuclear power. TEPCO's share price soared on the bail-out news, jumping as much as 8 percent in heavy trading.

One source said the financial institutions were likely to agree to keep TEPCO afloat and protect their already big exposures.."

Fukushima Plant Temperature Rises

http://www.bloomberg.com/news/2012-02-07/tepco-injects-boric-acid-into-f...

"Tokyo Electric Power Co injected boric acid into a reactor at its crippled Fukushima nuclear plant to prevent an accidental chain reaction known as re-criticality after temperatures rose in the past week. 'It was too early to say the plant was safe in December. They declared cold shutdown even though nobody is sure about the location of melted fuel,' said Tetsuo Ito, the head of the Atomic Energy Research Institute at Kinki University in Western Japan.

'A similiar incident will probably occur again. Tepco is in a dilemma,' Ito said. As Tepco maintains water injection at a high rate, more radioactive water will be accumulated in the basements of plant buildings, he said. About 95,000 cubic meters, which is enough to fill 38 Olympic sized swimming pools, of highly radioactive water may still be in the basements..."

Watching tonight's The nature of things - Journey to the disaster zone: Japan 3-11.

Wow.

Ripple

The first half of the program was about the event - video from Tokyo, interviews with seeismologists, images of the tsunami, interviews from survivors. Then Fukishima. Then reflection, optimism, alternatives. Community-drive, small-scale alternative energy - geothermal, mobile water turbines, magic (magnesium injection cycle). Community radiation testing because communities trust neither the nuclear industry nor the government.

There has been a dramatic shift in perception regarding the safety and necessity of nuclear - will it translate to policy?

Suzuki concludes: If Japan can show there is a different way, that would be huge.  The Japanese anthrpologist he is speaking with agrees: Yes, that would be wonderful.

M. Spector M. Spector's picture

I saw that show last week when it was first aired. I was, as usual, disappointed with Suzuki. Very thin on science and facts. I learned essentially nothing.

By contrast, PBS's Frontline this week had an excellent program on Fukushima. It was riveting and terrifying, and at the same time very informative. PBS knows how to do science programming in a way that Suzuki never dreamed of.

That may be, M. Maybe I'll have more to say after I've watched the PBS doc.

Karl Grossman, March 5, 2012

Quote:
As the first anniversary of the Fukushima Daiichi nuclear disaster arrives, the cover-up involving nuclear power is more extensive than ever....

In recent weeks, for example, there’s been the move to negate what has been the U.S. government’s benchmark analysis on the impacts of nuclear plant accidents. “Calculation Reactor Accident Consequences 2” (CRAC-2) was done for the U.S. Nuclear Regulatory Commission by the U.S. Department of Energy’s Sandia National Laboratories in 1982. It catalogues the impacts from a meltdown with a breach of containment at every nuclear plant in the U.S....

But in January, the NRC put out a report that it intends to replace CRAC-2 with that it titles the “State-of-the-Art Reactor Consequences Analyses” or SOARCA. SOARCA flatly dismisses the high casualty and damage figures of CRAC-2 (and the WASH-740 update before it). Using as models the Surry nuclear station in Virginia and the Peach Bottom facility in Pennsylvania, each with two nuclear plants, the NRC declared that the “risks of public health consequences from severe accidents” at a nuclear plant “are very small.”

The “long-term risk” of a person dying from cancer from a nuclear plant accident is less than one-in-a billion, says SOARCA. This is because “successful implementation of existing mitigation measures can prevent reactor core damage or delay or reduce offsite releases of radioactive material.”

Tell that to the people impacted by Chernobyl and Fukushima....

Then there’s the attempt to cover up Fukushima impacts.

“Health impacts from the radioactive materials released in the Fukushima Daiichi meltdowns will probably be too small to be easily measured,” began a New York Times piece by Matthew Wald last week. That was based on a Health Physics Society program at the National Press Club.

But the Health Physics Society is a booster of nuclear technology. It wasn’t supposed to be that. The health physics profession was founded in 1943 by Karl Z. Morgan, a physicist with an interest in the health effects of radioactivity.... He was the first president of the Health Physics Society. And he saw and protested the profession selling out.

“It is with much reluctance and regret that I now must recognize that the U.S. profession of health physics has become essentially a labor union for the nuclear industry — not a profession of scientists dedicated to protect the worker and members of the public from radiation injury,” Dr. Morgan wrote in 1992....

[Epidemiologist Dr. Joseph] Mangano says that “the absurd belief that no one will be harmed by Fukushima is perhaps the strongest evidence of the pattern of deception and denial by nuclear officials in industry and government.”

The Dangerous Myths of Fukushima

http://www.counterpunch.org/2012/03/09/the-dangerous-myths-of-fukushima/

"The myth that Fukushima radiation levels were too low to harm humans persists, a year after the meltdown. In their haste to choke off all consideration of harm from Fukushima radiation, nuclear plant owners and their willing dupes in the scientific community built a castle against invaders..

The pro-nuclear chants of 'no harm' and 'no studies needed' are intended to be permanent, as part of damage control created by a dangerous technology that has produced yet another catastrophe. But just one year after Fukushima, the 'no harm' mantra is now being crowded out by evidence - evidence to the contrary.."

Quote:
The 78-year-old Emperor Akihito had insisted on attending the [March 11 tsunami/earthquake] memorial service, though he had been released from the hospital for heart bypass surgery less than a week earlier. While the emperor is technically just a figurehead, he is still deeply revered here. Many Japanese see him a source of guidance in times of political difficulty, which have been many in the last 20 years. His speech was highly anticipated. Unlike Prime Minister Noda, who never mentioned the nuclear crisis in his speech on the anniversary, the Emperor addressed it directly.

Quote:
As this earthquake and tsunami caused the nuclear power plant accident, those living in areas designated as the danger zone lost their homes and livelihoods and had to leave the places they used to live. In order for them to live there again safely, we have to overcome the problem of radioactive contamination, which is a formidable task.

While this statement may seem more obvious than radical to outsiders, underneath the Imperial-grade Japanese understatement were two ideas that have become quietly explosive. First, he seemed to suggest that the nuclear crisis is not over, a "formidable task" yet to be overcome. This noticeably contradicts the government's official stance that Fukushima has achieved a cold shutdown and, for all practical purposes, the crisis is over.  Second, it implies that it is not yet safe for people to return to areas stricken with high levels of radiation, at least not before the "formidable task" is "overcome." This, again, contradicts the government's position that it is now safe for people to return to almost all areas and that neither Tokyo Electric Power Company nor the national government are obliged to assist in long term evacuations.

It's impossible to say for sure whether the emperor intended to weigh in on two of the country's most sensitive policy debates. Either way, his words have struck Japan's national conversation with a weight that could only be delivered by the emperor himself.

"The emperor's words were like a knife to my heart." tweeted @shun1sta, in a string of comments typical of the public reaction. "He seemed in such pain as well... I can only imagine the determination he felt to say what he did." "It seems to me that the Emperor was doing the most he could do, despite the constraints of his position, to communicate his opinion on the nuclear matter." "Surely the government asked him not to mention the nuclear crisis. He must have fought hard to tell the truth."

It is rare for Emperor Akihito, an accomplished biologist and the world's leading authority on certain species of Gobi Fish, to publicly take sides on any subject other than biology. It is said that his love for the sciences is partly due to the ease in which his colleagues can disagree with him. The reverence he commands in other spheres is so strong that, when it comes to politics, his opinion is considered a constitutionally guarded state secret. His normal silence only adds to the weight of his rare public statements on such matters.

So many Japanese were shocked when TV media began cutting out the emperor's dramatic statement. Live daytime broadcasts of the event contained the whole speech and newspapers printed it in its entirety. But, by that evening, all of the major news programs aired edited versions of the speech without his nuclear comments, which also went unmentioned and undiscussed on the heavily watches news shows. The vast majority of Japanese, who don't watch TV news during the day, missed the comments entirely.

To ensure that Japan can function at a “full-scale” economy, Secretary of State Clinton promised the prime minister that the U.S. would continue to support its enterprises and not reject contaminated products. Both Canada and the U.S. are accepting Japanese imports, and our governments conveniently halted all radiation monitoring last spring to keep the lines of commerce running smoothly as well as to maintain public ignorance of how much radioactivity is in the environment. There is also the concern for North American consumers of the radiation levels in our migratory fish, such as salmon and tuna.

The tsunami generated 25 million tons of debris, a good portion of which (a quarter to a third) was sucked out to sea at least 24 hours before the radiation releases from the nuclear power plant. The stuff has begun arriving on the Pacific Northwest Coast, cluttering beaches, creating navigation problems, and spreading plastics and other toxins an entire year ahead of the predictions. It is expected that some of it will join the Northern Pacific garbage gyre, where it will pollute the marine habitat for years.

The horrors of the Japanese nuclear disaster are due to decades of perpetuating the cruel myth of the “absolute safety” of nuclear power. The propaganda from both industry and one subservient government after the other was cranked out to get the Japanese people to accept the “peaceful use of the atom” after experiencing the devastation of the murderous atomic bomb blasts over Hiroshima and Nagasaki.

Consequently, just as with Big Oil and Big Pharma in the U.S., the nuclear industry has been allowed to write its own rules. In Japan, TEPCO executives, with a wink and a nod from corrupt agencies, chose to ignore 2000 years of earthquake evidence in the region, and then claimed that the magnitude 9.0 tremor and tsunami were “unanticipated” events. Both industry and government are guilty of collusion, lying to the public, incompetence, and criminal negligence.

The capitalist media and pro-nuke academics have chimed in, repeating ad nauseum that the radiation to which millions are exposed is no cause for alarm—when, in fact, there are no safe levels. All radiation is mutagenic and carcinogenic, and we are all exposed to background and medical radiation as well as that from the nuclear fuel cycle and weapons production. They have habitually lied about the dangers of atomic bomb fallout and the routine emissions of radioactive gases and tritiated water from the daily operation of nuclear reactors.

NDPP

I still marvel at how closely most people cleave to the agenda of the mainstream media. If it ain't running on page one, it's as if it doesn't exist. Fukushima is a good example of this. There is no public monitoring or cautionary instructions. And Ontario is still 'Big Nuke' as if this never happened. This catastrophe just gets worse as the attention paid gets less. A hard (and radioactive) rain is going to fall on us all for this dangerous indifference..Indeed it already has.
